1. FELL TOWNSHIP IS SOLICITING COMMENTS FOR INFRASTRUCTURE WORK FOR NEXT YEAR. THIS INCLUDES ROAD WORK, PAVING, STORM DRAINS, VACANT BUILDINGS AND POLICY CHANGES. SUGGESTION RECEIVED: DEMOLISH ABANDONED HOUSE ON 2 JEFFERSON STREET; ELIMINATE BAMBOO FROM CRAWFORD AND FISHER STREETS AND IMPROVE AREA AROUND THE CUL-DE-SAC ON THE MORSE AVE TO BRIDGE AREA.

2. THE WALL AT MONKEY RUN PARK ALONG MAIN STREET. NEW SUGGESTION: POUR A 4 INCH WALL OVER THE EXISTING WALL. REQUESTING ESTIMATES.

3. THOMPSON PROPERTY (LOCATED ON 43RD STREET). THE OWNERS OF THE PROPERTY LOCATED ON 21, 43RD STREET COMPLIED WITH THEIR AGREEMENT TO DEMOLISH SAID PROPERTY. LANDFILL MATERIALS REMOVED. BACKFILL PROCESS AND REPAIRS TO LARGE BUILDING REMAIN. SECTION OF PORCH FELL ABOUT TWO FEET. SOLICITOR TO WRITE LETTER TO REPAIR.

4. BURNT BUILDING ON MAIN STREET. NO PLANS SUBMITTED BY OWNERS TO DATE.

5. BUILDING LOCATED ON 204 MORSE (MARJER) NO RESPONSE FROM CONTEMPT OF COURT CHARGES FILED BY THE TOWNSHIP.  AWAITING CERTIFICATION.

6. SIMPSON SEWER FUND UPDATE: COLLECTION STATUS: DELINQUENT PAYMENTS RECEIVED THIS MONTH TOTAL $9,046.00. WE ARE WORKING ACCOUNTS WITH BALANCES OF $300.00 AND OVER INDIVIDUALLY. LEGAL ACTION WILL BE TAKEN ON THOSE ACCOUNTS NOT RESPONDING. THESE MUST BE COLLECTED IN ORDER TO EXTINGUISH THE SIMPSON SEWER FUND. AT LEAST THREE PEOPLE ASKED FOR THE DELINQUENT LIST TO BE PUBLISHED AS THEY ARE IN OTHER MUNICIPALITIES.

7. ABANDONED HOUSE ON 2 JEFFERSON STREET. LETTER SENT TO BANK INFORMING THEM OF THE DELINQUENT SEWER BILL AND MAJOR CODE VIOLATIONS.

8. CLEANUP OF BROWN FIELDS. NO RESPONSE FROM THE OWNERS. SOLICITOR WILL CONTACT COMPANY.

9. ORDINANCE FOR PSATS UNEMPLOYMENT COMPENSATION TRUST AGREEMENT. THE ORDINANCE IS NOT NEW BUT A RENEWAL. SOLICITOR COMMENT ON PROGRESS.

10. MIDLAND STREET BRIDGE. PENDOT WILL INSPECT THE BRIDGE SOMETIME, PROBABLY DURING JUNE. THE WEIGHT LIMIT NOW IS 29 TONS WHICH IS NECESSARY FOR OIL AND GAS TRUCKS TO CROSS. A REPAIR WILL BE IMMEDIATELY NECESSARY IF A WEIGHT RESTRICTION IS IMPOSED.

11. RENTAL HOUSE ANNUAL REPORT. SOME STILL NOT RECEIVED. IF YOU DO NOT OCCUPY THE RESIDENCE A REPORT IS REQUIRED ANNUALLY. THIS INCLUDES AN OCCUPANCY PERMIT.

NEW BUSINESS

1. REQUEST FOR PERMISSION TO ESTABLISH A “BED AND BREAKFAST” AT BROOKVALLEY FARM. ZONING OFFICER, JOE CELBUSKY OPINED THAT IT IS PERMISSIBLE AS LONG AS THERE IS NO INCREASE IN BUILDING SIZE. DISCUSSION? MOTION? BY ANN MARIE, SEC JOE CARRIED 3/0.

2. RESOLUTION AUTHORIZING SOLICITOR TO PREPARE AN AMENDMENT TO THE FELL TOWNSHIP ZONING ORDINANCE CLARIFYING “THE AUTOMOBILE SALES AND SERVICE AUTHORIZATION” IN BOTH C-1 AND C-2 ZONES. PRESENTLY, ONE SECTION ALLOWS SALES IN C-1 AND THE NEXT SECTION ALLOWS SALES IN BOTH C-1 AND C-2. DISCUSSION? MOTION? BY JOE, SEC RON, CARRIED 3/0.

3. RESOLUTION TO SPONSOR A “DIMES FROM HEAVEN” REQUEST FOR A GRANT OF $77,964.00 TO PURCHASE PLAYGROUND EQUIPMENT, A PAVILION AND BARBEQUE PITS FOR THE DIMES FROM HEAVEN PARK, SIMPSON, PA. THE GRANT, IF APPROVED, REQUIRES A MATCH GRANT OF 20% OR $19,491.00. THIS AND FEES WILL BE PAID BY AND THROUGH THE DIMES FROM HEAVEN FOUNDATION. DISCUSSION? MOTION? 4. FALLEN TREE. TOWNSHIP TREE FELL OFF MORSE AVENUE. THE REMAINING TREE REQUIRES A BUCKET TRUCK TO CUT IT DOWN. WE ARE REQUESTING BIDS. THE TOWNSHIP WILL CLEANUP AND HAUL BRUSH AWAY.

5. BUILDING LOCATED ON 204 MORSE (MARJER) NO RESPONSE FROM CONTEMPT OF COURT CHARGES FILED BY THE TOWNSHIP.  THE JUDICIAL SALE CERTIFICATION PROCESS TAKES ABOUT 30 DAYS. THE TOWNSHIP IS DISCUSSING THE DEMOLITION ISSUE WITH ADJACENT NEIGHBORS.

6. SIMPSON SEWER FUND UPDATE: COLLECTION STATUS: WE ARE WORKING ACCOUNTS WITH BALANCES OF $500.00 AND OVER INDIVIDUALLY. FORECLOSURE COMPANIES PAY OUTSTANDING SEWER BILLS, HOWEVER, SOME INDIVIDUALS DECLARED BANKRUPTCY IN AN ATTEMPT TO DISMISS THEIR OBLIGATION. UTILITY BILLS STAY WITH PROPERTY. ACCOUNTS WITH BALANCES OF $300.00 AND OVER TOTAL $89,000.00. THIS MUST BE COLLECTED IN ORDER TO EXTINGUISH THE SIMPSON SEWER FUND.

7. ABANDONED HOUSE ON 2 JEFFERSON STREET. SUPERVISORS AWAITING RESPONSE FROM BANK.

8. CLEANUP OF BROWN FIELDS. NO RESPONSE FROM THE OWNERS TO THE PLANNING COMMISSION LETTER REQUESTING A DISCUSSION ON THE ELIMINATION OF BURNT BUILDING ON THEIR PROPERTY. SOLICITOR WILL CONTACT COMPANY.

9. ZONING CORRECTION.

THE OTHER HAS TO DO WITH BEER WORKS WHICH DESIRES TO GO INTO THE OLD FELL SCHOOL. SINCE THE ZONING LAW DOES NOT ADDRESS THIS KIND OF ACTIVITY, THE TOWNSHIP IS REQUIRED TO SOLVE THIS ISSUE.

2. MIDLAND STREET BRIDGE. PENDOT WILL INSPECT THE BRIDGE DURING APRIL. THE WEIGHT LIMIT NOW IS 29 TONS WHICH IS NECESSARY. TWO YEARS AGO THEY REDUCED THE LIMIT TO 19 TONS. THIS WILL NOT ACCOMMODATE GARBAGE, OIL AND PROPANE TRUCKS. THERE IS NO ALTERNATE ENTRY TO MIDLAND STREET. THE BRIDGE MUST BE REPLACED AT SOME POINT. WE WILL KEEP YOU INFORMED.
3. REPAIR/REPLACEMENT OF MAIN SUPPORT BEAMS IN THE GARAGE SECTION OF THE TOWNSHIP BUILDING WAS COMPLETED BY TOWNSHIP CREW. THE SUPPORT BEAMS WERE ROTTED OUT BY SALT ACTION. SAMPLE PIECES ARE ON THE TABLE TO THE REAR OF THIS ROOM. THE CENTER SECTION OF THE BUILDING SETTLED BY TWO INCHES AND HAD TO BE RAISED. THE CONCRETE FLOOR SECTION REMAINS TO BE INSTALLED.

STORMWATER MANAGEMENT PROGRAM

THERE ARE SIX MINIUM CONTROL MEASURES WHICH ARE REQUIRED BY FEDERAL REGULATIONS. THESE ARE:

1. PUBLIC EDUCATION AND OUTREACH ON STORMWATER IMPACTS.

A. IMPLEMENT A PUBLIC EDUCATION PROGRAM TO DISTRIBUTE EDUCATIONAL MATERIALS TO THE COMMUNITY OR CONDUCT EQUIVALENT OUTREACH ACTIVITIES. THE SUPERVISORS AND PLANNING COMMISSION WILL ADDRESS FIRE COMPANY MEETING, CHURCH MEETINGS AND SPORTS ACTIVIEIES TO SATISFY THIS ISSUE.

2. DEVELOP AND MAINTAIN LISTS OF TARGET AUDIENCE GROUPS IN YOUR AREA. THESE INCLUDE BUSINESSES, RESIDENTS, DEVELOPERS, SCHOOLS AND MUNICIPAL EMPLOYEES. THE SUPERVISORS WILL ADDRESS THIS REQUIREMENT BY THE ABOVE CITED METHOD.

3. THE TOWNSHIP MUST ANNUALLY PUBLISH ONE ISSUE OF A NEWS LETTER, PAMPHLET, FLYER, OR BY WEBSITE. WE WILL EMPLOY ALL METHODS.

4. THE TOWNSHIP MUST DISTRIBUTE STORMWATER EDUCATIONAL MATERIALS AND INFORMATION TO TARGET AUDIENCES USING A VARIETY OF METHODS, INCLUDING DISPLAYS, POSTERS, SIGNS, RADIO AND LOCAL TV. THE SUPERVISORS WILL PARTNER WITH OTHER OPERATORS TO SATISFY THIS REFQUIREMENT.

5. THE TOWNSHIP MUST DEVELOP, IMPLEMNET AND MAINTAIN A WRITTEN PUBLIC INVOLVEMENT AND PARTICIPATIONM PROGRAM WHICH DESCRIBES VARIOUS TYPES OF POSSIBLE PARTICIPATION ACTIVITIES AND DESCRIBES METHODS OF ENCOURAGING THE PUBLIC’S INVOLVEMENT AND OF SOLICITING THE PUBLICS INPUT.

6. THE TOWNSHIP REGULARLY SOLICIT PUBLIC INVOLVEMENT AND PARTICIPATION FROM THE TARGET AUDIENCE GROUPS. THIS SHOULD INCLUDEAN EFFORT TO SOLICIT PUBLIC REPORTING OR SUSPECTED ILLICIT DISCHARGES. CONDUCT PUBLIC MEETINGS TO DISCUSS THE ON-GOING IMPLEMENTATION OF THE PROGRAM.

7. ABANDONED HOUSE ON 2 JEFERSON STREET. SUPERVISORS AWAITING RESPONSE FROM BANK.

ONE ROAD, 7TH AVENUE, EXTENDS INTO FELL TOWNSHIP AND WILL CONNECT TO VALLEY VIEW TERRACE. FELL TOWNSHIP APPROVED THIS REQUEST IN 2010 WITH THE REQUIREMENT THAT THE TOWNSHIP ENJOY FREEDOM FROM LIABILITY AND OTHER COSTS. VANDLING WOULD RECEIVE LIQUID FUELS AWARDS. THIS IS THE FINAL APPROVAL. DISCUSSION? MOTION?

1. “DOG WALKERS” NOT CLEANING UP AFTER PETS STILL A PROBLEM. COMMUNICATE YOUR OBSERVATIONS TO THE SUPERVISORS AND WE WILL ADVISE WALKERS OF THEIR RESPONSIBILITY TO CLEAN UP VIA A POLITE WRITTEN NOTICE AS WE OBSERVE THEM.

2. BRIDGE ON CRYSTAL LAKE ROAD. SUPERSTRUCTURE INSTALLED. IT IS A BEAUTIFUL ARCH STYLE CONCRETE BRIDGE. COMPLETION DATE UNKNOWN.

9. SALE OF TOWNSHIP LOT LOCATED ON 62 OWEGO STREET ( OLD COOK STORE). THE LOT IS 50 FEET BY 150 FEET. BIDS WERE DUE ON JULY 7, 2014 AT 7:00 PM. NONE WERE RECEIVED. TOWNSHIP WILL ADVERTISE AGAIN.

1. OLD FELL SCHOOL DEMOLITION OF CENTER SECTION COMPLETED. FILL TRUCKED IN AND LEVELED TO CREATE A GREEN AREA IN THE CENTER SECTION. REPAIR OF GYM UNDERWAY.
2. JEFFERSON STREET PARK CLOSED–OPEN BY APPOINTMENT.
3. CLEANUP OF BROWN FIELDS. STUDY IN PROGRESS.
4. EARNED INCOME TAX “FAILURE TO FILE NOTICE.” SHOULD YOU RECEIVE A NOTICE AND YOU HAVE NO EARNED INCOME DO NOT PAY THE $25.00 DOLLAR FEE. JUST WRITE ON THE FORM “NO EARNED INCOME DUE TO WHATEVER.” SUPERVISORS ADVISED NOT TO PAY THE FEE. KEEP A COPY.
5. WALLIS ROAD BRIDGE FAILURE. TWO SUPPORT BEAMS RUSTED AWAY AND BECAME NOTICEABLE WHEN HEAVY TRUCKS BEGIN USING THE BRIDGE. SEE PICTURE. TOWNSHIP CREW REPLACED TWO 20 FOOT BEAMS AND REASSEMBLED THE DECK. COMPLETION IN ABOUT TWO WEEKS. SUPERVISORS WISH TO THANK TOWNSHIP ENGINEER, LOU NORELLA AND PENDOT FOR TECHNICAL SUPPORT.
