2.  CORRESPONDENCE: FROM:  PA CONTROLLERS OFFICE NOTING THAT THE SIMPSON SEWER BALANCE IS $759,333. FROM:  PENNSYLVANIA DEPT COMMUNITY DEVELOPMENT NOTING THAT NON-ENTITLEMENT  COMMUNITIES WILL RECEIVE $280,805.00 THIS YEAR.

3.  TREASURER’S REPORT–  TOTAL $618,706.31                             .

4.  PLANNING COMMISSION REPORT   RURAL SIGN PROGRESS.

OLD BUSINESS

2. SIMPSON SEWER FUND BALANCE AS OF DEC 31, 2010  –$759,333.87.

5. OLD LINCOLN SCHOOL.  ABOUT ONE HALF  OF THE TIES REMOVED. SENT LETTER. NO RESPONSE. THIS IS 4 YEARS. SUGGEST COURT ACTION.

6. SINNOTT PROPERTY (OLD COOK STORE)  SOLICITOR TO COMMENT.

7. THOMPSON PROPERTY. NO ACTION TAKEN. COURT ACTION TAKEN.

9.  PARKING VIOLATORS.  COURTESY SIGNS PLACED ON VEHICLES

11. FELL CHARTER SCHOOL REPORTS NO CHANGE IN ACTIVITY.

13. BRIDGE –TEEL BEAMS WILL BE DELIVERED THIS WEEK. MUST BE PAINTED AND ASSEMBLED (ABOUT 3 WEEKS TIME). MEANTIME,  UTILITIES WILL BE CUT AND STABILIZED THIS WEEK, WEATHER PERMITTING.

NEW BUSINESS

1.  MOTION TO REQUEST AN  “INSTANT AUDIT” BY AUDITOR GENERAL FOR GRANT CLOSEOUT.

2. ASSISTANCE TO VANDLING BOROUGH.  VANDLING REQUESTED SALT AND CINDERS BECAUSE THEIR SOURCE WAS UNAVAILABLE.  MOTION TO APPROVE ASSISTANCE AT COST.

3. PROPOSED DELINQUENT SIMPSON SEWER FUND POLICY.   INVITE PUBLIC COMMENT.  MOTION.

SUPERVISORS SUGGESTED ELIMINATING THE LATE CHARGE OR 50% OF OUTSTANDING BALANCE ON ACCOUNTS OVER $750.00 THEY MUST PAY THE QUARTERLY OR THE BALANCE BECOMES UNFORGIVEN. PUBLIC COMMENT. COMMENTS FROM  ONLY TWO PEOPLE, ONE NOT ON THE SIMPSON SEWER SYSTEM. MR. ZAZZERA  ALTHOUGH NOT ON THE SYSTEM WANTED HIS SYSTEM PAID FOR AND A NEW SYSTEM INSTALLED AT HIS (CYRSTAL LAKE) RESIDENCE. MR. PETAK BACKED MR. ZAZZERA NOTING THAT RICHMONDALE, SIMPSON AND THE FIRST DISTRICT SHOULD PAY FOR THE CRYSTAL LAKE SYSTEM.   THE SUPERVISORS NOTED THAT ONLY “USERS-THOSE DIRECTLY CONNECTED TO THE SYSTEM PAY FOR THE SYSTEM.”  COSKLO NOTED THAT MR. ZAZZERA DID NOT PAY FOR ANY OF THE 8 SYSEMS LOCATED IN FELL TOWNSHIP. THE SUPERVISORS NOTED THAT ON JEFFERSON STREET AND MAIN STREET THERE IS A DIFFERENT SYSTEM FOR EACH SIDE OF THE STREET AND THEY ONLY PAID FOR THE SYSTEM TO WHICH THEY ARE CONNECTED. ALSO, RICHMONDALE HAS  5 SYSTEMS WHICH WERE INSTALLED AND MAINTAINED BY THE PROPERTY OWNERS.
